Administrative Officer

The incumbent performs a wide range of budgetary program oversight, procurement, and personnel management functions in administering the facilities operational programs. An objective of the position is to assess the productivity, effectiveness, and efficiency of the program operations at these sites and to recommend resolution of problems in a full range of administrative activities. Incumbent's primary duty at these sites is to support management in meeting the goals and objectives of the National Cemetery Administration and the Pacific District Office. The primary qualification requirements are analytical ability, substantive knowledge of programs as they effect the operation of a large cemetery and knowledge of pertinent statistical, accounting, budget and economic principles and techniques. Incumbent also performs administrative work concerned with establishing and maintaining employer/employee relationships that contribute to satisfactory productivity, motivation, morale, and discipline. The incumbent is the principal advisor to both the Cemetery Director and the Assistant Cemetery Director in accomplishing a variety of administrative functions. Performs public outreach as needed. Work schedule:
Required to work Monday through Friday. May include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day and Veteran's Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade. You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization, the GS-07 level of federal service to be eligible for the GS-09. Examples of specialized experience would typically include, but are not limited to:
experience with personnel management, budget management, and office administration providing advice and assistance to managers and staff personnel process and procedures; assisting in staffing needs, recommending appropriate actions or suggesting alternatives; performing financial management work; managing procurement; tracking management of services and activities of work operations in a program or program support setting; preparing recurring and non-recurring statistical reports; conducts studies to collect data. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have GS-09 level:
Master's Degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree, if related or LL.B., or J.D., if related. OR, Combination:
Applicants may also combine education and experience to qualify at the GS-09 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 36 semester hours of graduate education that you earned). Then the percentage of required experience you possess. Add the two percentages, The total percentage must equal at least 100 percent to qualify at the GS-09. For example, an applicant who has 45 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. Work is performed in both an office setting and field setting with exposure to outside weather conditions. May require occasional travel to the Pacific District Office, other National cemeteries or assignment to the National Training center in St. Louis for training purposes. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
