The position works closely the Foundation for America's Public Lands, the official charitable partner of the Bureau of Land Management, the BLM's liaison to the Foundation, and with other senior recreation planners who have oversight of specific recreation programs, and provides leadership, direction, and technical guidance to others on topics such as partnerships, recreation policy, program development, budget, construction, acquisition, planning, fee collection, concessions, tourism, grants, interpretation, education, permitting, accessibility, etc.
As a senior planner, this position is responsible for applying innovative solutions to solve difficult and complex outdoor recreation problems, issues, or projects; and is additionally responsible for establishing new methods and procedures that positively impact overall program execution.
Identify recreation program requirements and resource needs on a broad scale to develop long and short-term outdoor recreation or similar plans to address needs.
Develop, review, recommend, and implement changes to recreation or similar program policies, standards, methods, controls, and procedures.
Develop strategic budget planning proposals related to the recreation program(s) or similar program(s) managed.
Develop and maintain effective working relationships with partner corporations, non-governmental organizations, academic institutions, advisory boards, and interest/user groups concerned with public land management.
Research, evaluate eligibility, develop, review applications, and/or administer grants, financial assistance programs, and other funding requests to ensure adequate funding and support in the field.

Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following:
(1) serving as principal coordinator and technical advisor for one or more outdoor recreation programs with broad impacts over a wide geographic area; (2) providing technical advice to state leadership on recreation program needs, priorities, and strategic goals; (3) supporting comprehensive planning and design, including the development of planning methodologies, evaluation of resources, formulation of recommendations, and development of long and short range outdoor recreation implementation strategies; (4) responding to requests from local and state governments, non-profit organizations, and other community groups for technical assistance.

The work is primarily sedentary.

Working Conditions:
Work is typically performed in an adequately lighted and climate controlled office.
Occasional travel may be required.

The Bureau of Land Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
