Why does the job exist?The Compliance Manager will serve as the centralized manager of all safety and security issues, programs and response protocols including but not limited to the following:
Loss Prevention and Control, safety text alerts, contracts with private security companies, statewide building security for CYFD buildings and sites and safety-related training for CYFD staff. Responsible for the Emergency Text Alert System including being the POC and responsible authority to send messaging out to the Field, reconcile data in the system to remove individuals that have left the agency, update intranet Emergency Action Plans for each county office, interface with Law Enforcement and establish relationships, will manage all Security Contracts for continuity and standardization. Performs safety inspections for all 26 CYFD field offices. Ensure compliance with OSHA, State Fire Marshal and GSD regulations. Will provide administration and oversight of reception staff at the PERA building. Coordinates with lessor on all safety matters with their respective offices. Oversees and manages Fire alarm testing and fire drills. Provides training to staff. Works with local staff to ensure compliance with all inspections. Coordinates all after action reports with Fire Marshal. How does it get done?oIn conjunction with CYFD policy unit, create and define policy and procedures and serve as the central point of contact and authority for all CYFD safety and emergency preparedness-related issues in coordination with the ASD-GSD Bureau Chief. Responsible for State-wide security/safety and the coordination and development, creation and execution of the Agency safety program. Position will also conduct and document state-wide safety and accident prevention training while also conducting routine safety inspections and assessments of all agency facilities to identify potential safety and security hazards; oManage the agency-wide safety text alerts program. CYFD implemented a safety text alert program several years ago to immediately notify staff of imminent threats such as angry clients on the property, active shooters, etc. This position will be responsible for managing the contract with the external provider, posting alerts and disseminating them to the correct staff, maintaining the website where photos of perpetrators and alerts are posted, and all other tasks related to this program. Position will also compile, analyze and summarize safety/security data and take appropriate action to resolve issues and concerns; oManage the agency's contracts with private security companies. CYFD contracts with both full-time security companies, such as at the Pinetree campus in Albuquerque, and intermittent security at offices and CYFD sites throughout the state when there is an imminent but temporary threat, such as staff angry about personnel actions, angry clients, and Domestic Violence perpetrators. Will also conduct investigations and compile appropriate reports of any significant incident and provide information to the ASD-GSD Bureau Chief; oPlan, coordinate and oversee the agency's responses to employee-related Domestic Violence incidents. Periodically CYFD staff are victims of Domestic Violence in their personal relationships and the agency is required to immediately implement a safety plan in coordination with the State Policy, local shelters, staff, etc. to protect both the victimized employee and other CYFD staff. This position will be responsible for overseeing and directing these responses; oOversee building security for buildings that CYFD occupies. Serve as the point of contact for communication with GSD and landlords regarding building security issues. Many CYFD offices have substandard security leaving staff vulnerable to violent clients and others who are seeking retribution for actions taken by CYFD. This will be responsible for improving CYFD security for employees throughout the state; oEnsure safety training for all employees in conjunction with the CYFD Academy of Professional Development and Training. This will include but not be limited to Active Shooter Training, First Aid Training, Emergency Preparedness, and Evacuation Planning; oPosition will assist Bureau Chief in assignment of office space, movement of staff during new office acquisitions, interface with GSD-FMD (Key changes, 911 calls, etc.). Will also be responsible for working closely with GSD-FMD staff to ensure facility cleanliness and that work orders are being completed on time and to the satisfaction of staff.Who are the customers?CYFD Staff Minimum QualificationA Bachelor's Degree in any field of study from an accredited college or university and five (5) years of professional level experience operating within parameters and guidelines directly related to the purpose of the position defined by the agency at the time of recruitment. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements. No substitutions apply for semester hours.Employment RequirementsMust possess and maintain a valid Driver's License. Pre-employment background investigation is required and is conditional pending results. Working ConditionsWork is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some Statewide travel will be required.
