Why does the job exist? This position will be responsible for completing advanced budget, policy and management analyses.
During the annual budget process, this position will serve as a policy expert for an assigned agency caseload.
primary responsibility of this position involves assisting in the development of the Governor's annual budget recommendation to the New Mexico Legislature.
In addition, this position will monitor and oversee state agencies' development and implementation of their budgets.
This position will also be a part of a team that shares policy and budget responsibilities across state agencies, therefore collaboration and team work are essential to fulfilling the purpose of this position.
How does it get done? The incumbent will utilize analytical, problem solving, written and oral communication skills to complete the following key
Responsibilities:
developing the Executive budget and policy recommendations; reviewing and analyzing agencies' budget adjustment requests, budget projections and personnel transactions for compliance with the State Budget Act, the Financial Control Act, the Accountability in Government Act and other statutes for accuracy and fiscal integrity; directing agencies through the development and implementation of request and budget cycles; participating in high-level negotiations with legislative and agency staff; interacting with top officials within assigned agencies; analyzing legislation and policy issues to identify fiscal impacts to the state; and conducting research on how other states fund, administer and organize their state programs.
Who are the customers? DFA, Governor's office and Legislature Ideal Candidate The Ideal Candidate must have:
Analytical skills (budget, program and management analysis) Communication skills (ability to write concise analyses summarizing the Executive's budget recommendations and other policies, along with the ability to communicate these concisely before legislative and other committees) Ability to lead training and briefing sessions for agencies, Governor's office staff, and DFA management.
Computer skills and an understanding of the use of the PeopleSoft application for human resources and governmental accounting.
Minimum Qualification Bachelor's degree in any field of study from an accredited university and one (1) year of experience performing budget projections, financial document preparation and management or policy/program analysis.
