Why does the job exist? This Water Resources Professional III, in the Interstate Stream Commission (ISC), will be responsible for overseeing acequia engineering and construction projects to include reviewing and approving the proposed construction projects and construction bids; overseeing and coordinating construction; organization and maintenance of project files; and providing high-level engineering guidance on all phases of the projects and ensuring all projects are in compliance with both federal and state requirements.
This position will provide guidance to staff and be the lead for the projects to successfully accomplish the required engineering, contracting, and administrative workload.
This position will also provide support to the agency and the bureau in other areas as required.
How does it get done? 1.
Manage Acequia Capital Outlay Projects - Prepare and administer capital outlay agreements.
Review bids/quotes for issuance of Notices of Obligations (NOOs) as required in the Capital Outlay process and review and process requests for reimbursement for work completed.
Review legislative bills for the agency as it relates to the program and provide in-depth analysis.
Coordinate with acequia water users, community ditch associations, and legislators on projects.
Maintain an acequia tracking and bylaw database for all projects that the agency is involved with.

Under the direction of the supervisor, oversee Acequia Program ACDIF Projects - Review, rank and make recommendations for approval of proposed ACDIF applications for acequia and community ditch projects.
Ensure that applications are complete and assist acequia and community ditches with the application process.
Determine eligibility of acequia and community ditch associations by researching bylaws and coordinating with OSE/ISC Legal Departments and Water Rights Divisions.
Review all qualifying documentation submitted by acequias and community ditches.
Oversee projects and provide high-level engineering guidance as needed.
Inspect and certify completion of construction activities including performing site inspections.
Ensure projects meet the requirements of federal and state agencies as related to the projects.
Prepare and administer cost sharing agreements, loans and contracts.

Assist with Management of Acequia Loan Program - Prepare legal documents/loan agreements with individual acequias and community ditches.
Management of all project participation agreements and project documentation files.
Provide accurate and complete accounting of all funds.
Ensure loans are in good standing and work with Program Support staff on collection of loans that are in arrears.

Public Information and Presentations - Create, schedule and conduct Acequia Program presentations to explain governmental funding, application requirements for grants/loans and to keep the public informed of completed and ongoing projects.
Periodically attend and present at the NM Acequia Commission meetings regarding ACDIF funds and current status of projects.
Confer and correspond with acequia and community ditch water users, engineering consultants, and the general public regarding OSE/ISC rules and regulations for their projects.
Represent ISC at seminars and conferences to provide general information on the Acequia Rehabilitation Program.

Costilla Creek - This position will also provide support to staff in the administration of the Costilla Creek Compact and Operations Manual, as needed.

Minimum Qualification Bachelor's Degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science Emergency Management or Engineering and four (4) years of relevant experience.
Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.

Employment Requirements Must possess and maintain a valid New Mexico Driver's License.
Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

This position works in an office setting, exposure to Visual/Video Display terminal (VDT) and extensive personal computer and telephone usage with extended periods of sitting.
It will be required to travel and drive a state vehicle to different sites for meetings, presentations and field work.
