This posting will be used to conduct an ongoing recruitment and will remain open until all positions have been filled.
Why does the job exist? The Operations Research Analyst - Advanced will:
Provide help desk support to users of the Automated System Program and Eligibility Network (ASPEN) public assistance benefit system; Resolve issues submitted by ASPEN users via telephone or portal; Create and follow-up incident reports using Cherwell, Clear Quest and DameWare; Troubleshoot and document system issues and provides instruction on eligibility determination, benefit issuance, name clearance, interfaces, correspondence, account creation, password resets and associated system requests; Conduct User Acceptance Testing (UAT) for the ASPEN System in order to determine if the requirements of a specification or contract are met; Conduct formal testing with respect to user needs, requirements, and business processes; Determine if a system satisfies all requirements.
How does it get done? The Operations Research Analyst - Advanced is responsible for:
Resolving issues submitted by ASPEN users via telephone or portal; Creating and following-up of incident reports using Cherwell, Clear Quest and DameWare; Troubleshooting and documenting system issues; Providing instruction on eligibility determination, benefit issuance, name clearance, interfaces, correspondence, account creation, password resets and associated system requests; Conducting User Acceptance Testing (UAT) and formal testing; Creating, documenting and analyzing test case scenarios using predetermined data from user stories.
Who are the customers? Users of the Automated System Program and Eligibility Network (ASPEN) public assistance benefit system.
Ideal Candidate The Ideal Candidate has:
Experience interacting with the public to take an application or to determine eligibility for governmental assistance; Experience utilizing the Automated System Program and Eligibility Network (ASPEN); Current knowledge of Income Support Division (ISD) policies and procedures; Experience resolving complex issues; Analytical Skills.
Minimum Qualification Bachelor's degree and two (2) years of experience including research, statistics, computer science, data analysis, accounting, auditing, finance, economics, business, public administration, budgeting, management and/or systems analysis.

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
Some sitting, standing, bending and reaching may be required.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
